₹2 Crore per TPD: Haryana’s Draft CBG Policy Puts Major Capital Support on the Table
Haryana’s draft CBG policy proposes plant-capital support of up to ₹2 crore per TPD of installed capacity, capped at ₹40 crore per project. It also sets out long-term capacity ambitions and proposed measures on land, power and feedstock. These are proposals, not confirmed benefits: the state’s official listings continue to show the policy as a draft, and support would depend on eligibility, operational guidelines and budget availability.
A proposed capital-support ceiling
Haryana’s draft CBG policy proposes plant-capital support of up to ₹2 crore per TPD of installed CBG capacity, subject to a maximum of ₹40 crore per project. The draft sets a minimum designed capacity of 2 TPD. The proposed support applies to eligible plant and machinery and associated infrastructure, not to each tonne of CBG produced. It excludes items such as land purchase, office or residential buildings, operating expenses and external infrastructure.
The draft also sets an overall ceiling on state financial assistance. Developers should not assume that separate proposed incentives can simply be added together or that the maximum capital-support amount will be sanctioned to every qualifying project.
Ambitious capacity goals and a broad feedstock base
The draft proposes minimum commissioning targets of 3,000 TPD by 2030, 10,500 TPD by 2035 and 43,000 TPD by 2047. It covers projects using agricultural residues, animal dung and livestock waste, municipal organic waste, agro-industrial residues such as press mud and cane trash, and energy crops such as Napier.
Alongside capital assistance, the document proposes measures relating to land facilitation, power costs and feedstock catchment planning. Taken together, these provisions signal an attempt to address project development conditions across more than the core digestion and upgrading plant.
The proposal is not yet an operating incentive scheme
HAREDA published the draft-policy consultation notice on 23 July 2026 and later extended the deadline for comments to 27 August. The latest official listings reviewed continue to display the draft and consultation notices; a final policy notification and detailed operating guidelines were not identified.
The draft itself makes financial sanctions subject to eligibility requirements, departmental procedures and availability of funds in approved budgets. The proposed ₹2 crore per TPD figure should therefore not be treated as sanctioned funding or included as secured capital in a project’s base-case financing plan.
What developers should assess
The draft gives developers a basis for preliminary opportunity mapping in Haryana. A project assessment should still start with the feedstock catchment, seasonal availability, delivered cost and measured yield, then test plant sizing, product quality, gas delivery, digestate management and the complete funding requirement.
Before relying on state support, sponsors should verify the final policy, eligible-cost schedule, application and appraisal process, budget allocation, disbursement milestones and interaction with central assistance. Until those details are notified, the incentives remain planning scenarios rather than committed project revenue.
- Map feedstock sources and realistic annual supply within the proposed catchment.
- Separate installed-capacity assistance from production-linked revenue.
- Model the project without the proposed state support, then test eligible support as an upside case.
- Confirm final eligibility and funding rules before financial close.
